Why this review exists
A grant review is often done at the end of a long day by whoever is available, on whatever device is to hand, and frequently on paper.
What is built in
Controls carry semantic names and roles rather than relying on placeholder text, focus is always visible, headings run in order, and the reading order is linear so a screen reader reaches the review surfaces in the order the page presents them.
Primary targets are at least 44 pixels on their shortest side, which matters most on the claim and mapping lists where confirm and ignore controls sit close together.
Reduced-motion and forced-colors preferences are honoured, and no state is conveyed by colour alone: a blocking finding is labelled as well as coloured, and an agreeing arithmetic trace says so in words.
Print and the packet
The handoff packet is passive HTML with no scripts, which is the most portable form available for someone who prefers to read in their own tools at their own text size, and it prints without any application navigation.
Automated scans cover the public pages and the review surfaces and catch a specific, limited class of problem. They cannot tell you whether a reviewer using a screen reader can complete a cross-check, and that review has not been done.
