How does the evidence map and reviewer question list work?
Every confirmed mapping links one budget row to one narrative claim with a relationship and a rationale, and the evidence map shows what is mapped, what is unmapped on each side, and what remains open. Unresolved items become a reviewer question list a person can hand to whoever can answer it.
Why this review exists
The useful output of a numeric review is not a verdict but a short, specific list of questions with the evidence already attached to each one.
The map
A mapping names a budget row, a claim, a relationship such as an exact amount match, a status, and a rationale written by the reviewer. The sample carries five confirmed mappings and three claims marked as contextual or rollup evidence.
The map shows both sides of what is missing. Unmapped budget rows are amounts in the table that the prose never mentions; unmapped claims are amounts in the prose that no row accounts for. Both lists ship in the handoff packet as their own files.
The checklist that a reviewer works through is the same structure: source identity recorded, every row mapped or explained, every claim confirmed or ignored, every arithmetic trace read, every finding decided.
Questions and handoff
A grant writer and a finance reviewer usually see different halves of the problem. The question list is the artifact that crosses between them: each open finding becomes a question that carries the row, the claim, the arithmetic and the version labels it refers to.
The packet includes the question list as both HTML and Markdown, so it can be read in a browser or pasted into whatever the organisation uses to track answers.
An answer comes back as a decision recorded against the finding, with the reviewer's note, rather than as a silent edit to the budget. The record then shows what was asked, what was answered and by whom it was accepted.
